It’s a foxglove with a natural disorder called 'Fasciation' where an environmental factor has damaged plant tissue quite early in its life that causes often fasciated stems or flowers - happens occasionally and quite naturally and not just on foxgloves. Some plants are more prone to it than others #fasciation
