This mock orange just get taller but not bushier. Should I cut it back? It’s never flowered in 3 years since I planted it

As its not flowered I would hard prune it now it may not have flowered due to you cutting it back at wrong time of the year depending on when you've done it as flowers on new growth. Now is the time as they have usually flowered by now hun, so come early next year remember not to prune it again 😄👍
